Here is 1 take- SCRAP is a diagnostic tool that helps to orient. 1 of many such things someone might have. It is also a body of experience - shared and individual.

Why I like the SCRAP framework is that it’s really a classification tool. OODA loops are basically like iterations, I think SCRAP exists in all phases. Observation, requires the person to not just Observe what is going on, but observe Why it’s going on. Then Orienting yourself to the situation, is where most of the work around SCRAP and creating a SCRAP backlog so you can make informed decisions. And then Act requires the need to have some after action if the decided change is having the desired effect. Which is tricky because any change immediately will have some settling out to do.

My perspective atm is that SCRAP is a set of tools directed at the elimination of waste and the breaking of constraints within a system whereas the OODA Loop is a multitasking, interrupt driven, double loop learning operating system that SCRAP works within.
